Find out about the requirements and legislation that apply if you manufacture dairy products. This information is also useful for recognised agencies and other people and organisations with an interest in dairy manufacturing.
Meeting the requirements for manufacturing
All dairy businesses must meet legal requirements to ensure their dairy products are safe and suitable for human consumption.
New Zealand legislation that sets out the requirements for dairy manufacturers includes:
More information about the requirements is provided in notices and specifications, and approved criteria outlining the technical requirements for inclusion in a risk management programme (RMP).
Refer to MPI's supporting documentation for help to meet the requirements for your dairy manufacturing business:
- Codes of practice and guidance for dairy
- Manuals and guidelines
- Reports and strategies
- Other documents
There are also general requirements your operation may need to meet, including requirements for good operating practice (GOP), hazard analysis critical control point (HACCP), Food Control Plans (FCPs) and risk management programmes (RMPs).

Operating under the Food Act
The Food Act 2014 came into force on 1 March 2016. The Act applies to all new food businesses that started from that date.
Existing businesses (registered under the Food Act 1981 or Food Hygiene Regulations 1974 before 29 February 2016) are making the transition between 2016 and 2019. Find out when your type of business has to start operating under the Act.
Manufacturing for export
If you wish to export dairy products, you need to know about the requirements for exporting dairy products:
Manufacturing raw or unpasteurised milk products
Some unpasteurised milk products can be produced for sale in New Zealand and also imported. MPI has developed a regulatory framework to ensure these products are safe and suitable.

Manufacturing dairy products for animal consumption
If you manufacture dairy products for animal consumption, you need to meet the same requirements as for products for human consumption. There are very few dedicated animal feed processors and so the production standards to follow are similar or the same.
